AS-EPA DISASTER AND EMERGENCY RESPONSE
In the event of a human-made, natural, or technical disaster, the American Samoa EPA primarily puts its focus on two main areas of responsibility. These areas are drinking water source testing and providing technical guidance on hazardous materials incidents.
When strong winds and/or hurricanes strike, the American Samoa EPA is tasked to ensure drinking water sources provide safe and potable water for public consumption. In addition, our agency is responsible for locating hazardous materials and coordinating removal operations to ensure their safe storage and disposal.
The Territorial Emergency Operations Plan (TEOP) provides guidance and defines the responsibilities of the American Samoa Government, federal, private, volunteer, and non-governmental organizations (NGOs) that make up the American Samoa Emergency Operations Center (EOC) and Emergency Support Function (ESF) liaisons.
In a post-disaster event of a hurricane or strong windstorms, AS-EPA will carry out the following:

Test drinking water in areas affected for assurance that the water is suitable for consumption.

Assist in debris removal operations, and advise the public on environmental issues to maintain a clean and healthy environment.

Administer the preventive measures to handle chemicals and hazardous materials stored at ASG and privately-owned properties to keep them tightly secure during times of hurricanes.

Warn the public of the location of hazardous materials and chemicals to avoid serious injuries and death.

Work cooperatively with TEMCO HazMat Coordinator in providing public awareness to stay away from places where chemicals are to avoid serious injuries and death.

When an earthquake or tsunami alert has been issued or when the incident has occurred or is imminent, AS-EPA will carry out the following:

Coordinate the security of hazardous materials on port, and other places responsible for storage of dangerous chemicals.

Test drinking water in areas affected for assurance that the water is suitable for consumption.

Notify TEMCO, DPS, Fire Station, US Coast Guard, and hospital of exposed products that might be damaged by strong winds.

Disseminate warnings to the public on locations of toxic chemicals.

Provide EOC support.
In the event of a flash-flood alert or landslide, the AS-EPA will provide support for the following:

Coordinate the security of hazardous materials on port, and other places responsible for storage of dangerous chemicals.

Test drinking water in areas affected for assurance that the water is suitable for consumption.

Notify TEMCO, DPS, Fire Station, US Coast Guard, and hospital of exposed products that might be damaged by strong winds.

Disseminate warnings to the public on locations of toxic chemicals.
