On December 30, 2014, former Governor Lolo Matalsi Moliga signed Executive Order 007.2014. This executive order created the Island Wide Cleanup Committee (IWCC) to develop and implement a strategic cleanup plan for the territory and organize cleanups on a regular basis. The American Samoa Power Authority (ASPA) and the AS-EPA were selected by the Governor to chair and co-chair the committee.

The IWCC convenes every last Monday of each month to share ideas and information on ongoing projects that serve the purpose of the committee. The IWCC meeting is followed by an island wide cleanup on Friday of the same week. Determination by the committee identified problematic areas where roadside and coastal litter was constant which stretched from the villages of Mapusaga to Atu’u.
