HAZMAT EMERGENCY RESPONSE

(4)“Discharge” includes, but is not limited to, spilling, leaking, pumping, pouring, emitting, emptying, placing, or dumping of hazardous substances into or on any land or water so that such dangerous substance or any constituent thereof may enter the environment or be emitted into the
air or discharged into any waters, including ground waters. Such term excludes continuous or anticipated intermittent discharges from a point source allowed under an NPDES permit or other permit issued by ASEPA.”
(18)“Release” means spilling, leaking, pumping, emitting, emptying, discharging, injecting,
escaping, leaching, dumping, or disposing of into the environment, including the abandonment or discarding of barrels, containers, and other closed receptacles containing hazardous substances,
pollutants, or contaminants, but excluding:
(A) A release that results in the exposure of persons solely within a workplace, for which exposure such persons may assert a claim against their employer;
(B) Emissions from the engine exhaust of a motor vehicle, rolling stock, an aircraft, a vessel, or a pipeline-pumping station engine and the normal fertilizer application.

Standard Procedures:

1. Remove staff away from the scene.
2. Follow the lead from the AS-EPA Hazmat team or call 911 if needed.
3. Do not inhale gases or fumes.
4. Do not touch any material or substance at the scene.
5. Move toward the direction of the wind with the scene behind (Upwind from the incident).
6. Do not attempt to return to the scene of the incident until all is cleared by emergency authorities.
7. If necessary to evacuate, staff will move to a designated shelter depending on the incident and circumstance.
8. Account for all employees before and after the incident to ensure that all are accounted for.
9. Upon completing an assessment, the Hazmat Team and Emergency Management Officials will notify Agency management when an “All Clear” has been issued for all to return to the site.
