PIGGERY COMPLIANCE PROGRAM
The objective of the AS-EPA Piggery Compliance Program is to protect human health and the environment by enforcing compliance for piggeries. To meet the objective, the Branch regulates and enforces compliance through a concerted program of educational outreach, inspections, warnings, citations, and follow-up. Implementation of this program will result in direct improvements to surface water quality, and subsequently reduce the incidence of leptospirosis and other diseases. A collateral benefit will be improved quality of life in crowded villages.
Currently, AS-EPA is authorized to enforce the following laws related to piggeries:
ASCA 25.1605 -Confinement areas for animals to be kept sanitary.
ASAC 26.0207 -
Land Use Permit Application Procedures, Fees, and Penalties.
AS-EPA has approved the dry litter, wash down, and portable design systems as a composting mechanism to effectively manage pig waste on island.
AS-EPA APPROVED PIGGERY DESIGNS:

The mixture of dry litter and pig waste is then transferred to compost bins. Water is not used to wash the pig pens. Farmers are encouraged to visit a demonstration of this facility at the American Samoa Community College (ASCC) Land Grant


A wash down piggery uses water to clean the pens daily. The waste management system comprises a solid waste separator that filters out solid waste for composting. Liquid wastewater enters an appropriately sized septic tank and drain field for proper disposal. Solids are placed in compost bins and mixed with dry material. Farmers are encouraged to visit a demonstration of this facility at ASCC Land Grant.
A portable pen, with dimensions of 8 feet by 8 feet, should be relocated periodically to facilitate the composting of pig waste directly into the soil. To mitigate odor, a daily layer of dry plant material, such as leaves or mulch, must be added. Relocation of the pen to a new site is required when the composted material reaches a height of 12 inches above ground level; the new location should be at least four times the size of the pen. The pen must be situated on a ground slope of 20% or less and equipped with a portable watering system. The structure must be durable and well-ventilated. The use of water for cleaning the piggery or bathing the pigs is prohibited.
